Fee Refund Policy

Comprehensive provisions governing the refund of admission fees upon withdrawal from academic programmes and the non-retention of original certificates, in compliance with UGC Notification, October 2018.

Section 1 • Policy Framework

Refund of Fees and Non-Retention of Original Certificates

Assam Agricultural University provides information regarding the refund of admission fees and non-retention of original academic and personal certificates in accordance with the provisions outlined in the University Grants Commission (UGC) Notification issued in October 2018.

The notification aims to safeguard students against unfair institutional practices relating to the refund of fees upon withdrawal from an academic programme and the retention of original certificates submitted during admission.

Section 2 • 5-Tier Structure

Refund of Admission Fees

As prescribed under Clause 4.1.3 of the UGC Notification, October 2018, the following five-tier refund structure shall apply to students seeking withdrawal from an academic programme, subject to the applicability of the notification and any subsequent UGC instructions:

Important Conditions

Processing Charges
In cases eligible for a 100% refund, the institution may deduct processing charges not exceeding 5% of the fees paid, subject to a maximum of ₹5,000.
Caution Money & Security Deposit
Caution money and security deposits, which do not form part of the fees chargeable, shall be refunded in full.
Time Limit for Refund
Fees shall be refunded to eligible students within 15 days from the date of receipt of a written application for withdrawal.
Advance Collection of Fees
Fees shall be collected in advance only for the semester or academic year in which the student is enrolled. Collection of advance fees for the entire programme or more than one semester/year is prohibited.
Institutional Prospectus
Purchase of the institutional prospectus shall not be compulsory for applicants. Necessary admission-related information is accessible through the institutional website.
Section 3 • Original Documents

Verification and Non-Retention of Original Certificates

In accordance with Clause 4.2 of the UGC Notification, the following mandatory provisions apply regarding student certificates:

  • Students shall submit self-attested copies of academic and personal certificates, including mark sheets, school-leaving certificates and other relevant documents, during the admission process.
  • Original certificates may be physically verified by the University in the presence of the student at the time of admission.
  • Original certificates shall be returned immediately after verification.
  • The University shall not retain original academic or personal certificates under any circumstances.
  • Self-attested copies shall be accepted for institutional and administrative purposes.
  • If further verification becomes necessary during the programme, original documents may be examined and must be returned immediately.
  • Where the authenticity of a certificate is in doubt, verification may be sought from the issuing university or board without retaining the original certificate.
Sections 4 & 5 • Redressal & Compliance

Grievance Redressal Mechanism & UGC Compliance

Students having grievances relating to the refund of fees or retention of original certificates may submit their complaints through the University's designated Grievance Redressal Mechanism.

As provided under Clause 4.3 of the UGC Notification, October 2018:

  • Higher Educational Institutions shall maintain a Grievance Redressal Mechanism for addressing student complaints.
  • The mechanism shall be accessible through the institutional website.
  • Grievances received shall be addressed, as deemed appropriate, within 30 days.

Compliance with UGC Guidelines

The UGC Notification prescribes mandatory compliance by Higher Educational Institutions with the provisions relating to admission fee refunds and verification and non-retention of original certificates. Non-compliance may attract regulatory action by the University Grants Commission, including withholding grants, withdrawal of eligibility for certain assistance and other actions within its statutory powers.
